  experimental: new MultiPolygonCutter
  
  This cutter simply connects ways along the cut line instead of using the slow java area intersect and subtract methos.
  
  Precomp-Sea generation is much faster (50%) compared to trunk
  but sometimes this code creates slightly larger img tiles.
