  read Huffman encoded delta stream in RgnDisplay (most of this is based on code in GPXSee)
  - new class BitReaderLR to read bit stream from left to right (most significant bit first)
  - let HuffmanDecoder read from BitReaderLR stream
  - implement code to read a single 32bit symbol with HuffmanDecoder
  - display Huffman encoded extended type lines/polygons coordinates
  - dump unknown data (based on GPXSee methods skipLclFields, skipGblFields, and readClassFields)
  Seems to work with Transalpin 2012 demo tiles and Topo Deutschland 2012 Pro Testversion
