Fixed bounding box handling and relax some constraints.

NOD1Part now keeps track of both an external imposed
bounding box and its actual bounding box, fixing the
classification of internal/external arcs.

The former (very tight) upper bound on the number of
nodes in a RouteCenter was replaced by estimating the
size of nodes.

The other constraints were relaxed (used to be half
the maximum, now ~ 97% of maximum).

NOD1Part better documented.

Coord.toString() now prints truncated coordinates.
