Added 'name' action.  Takes a list of possible names that can be constructed from tags on the
element and the first one that matches is taken as the name of the element. Not to be confused with
the name tag, the name tag is often involved with setting the name but it need not be.

Added command to apply tags to the members of a relation (and not the relation itself).  The
syntax is:

  apply role=role-name {
    add route=bicycle;
  }
}
