[mkgmap-dev] Classpath problems with splitter

It is one of those little quirks that if you use -jar, then the classpath
is ignored.  (there is a way of specifying the classpath inside the jar).

It works in the splitter.jar you downloaded as that is packaged to include
the classes from mkgmap.jar

I will eventually make it standalone so that it does not require mkgmap
at all.
