I use the same parameters on the call of mkgmap, except the country-name 
and country.abbr.  Your commands looks correct, as far as I can see it.

Are you sure, the downloaded osm file is complete?
May it contain only the nodes and no ways?

I note, that you dont use Splitter.jar. Is the osm file small enough?

Are there any error messages?
