It relies on the presence of a bounds-element in the .osm file, and will only create boundary nodes on the boundary of that rectangle. So it's not quite necessary to go through the mkgmap splitter, but it is necessary to have a rectangular bounding box, and for routing to work, the bounding boxes of adjacent tiles should meet exactly.
