[mkgmap-dev] road_speed inside cities

As main streets in cities may be tagged with higher categories than
residential, devices tend to route you crossing the cities instead of
surrounding them using longer but faster roads. Would it be possible to
tell mkgmap that highways other than residential but inside a place
polygon should have a lower road_speed?
