[mkgmap-dev] [PATCH v4] - fix clipping when node falls on tile boundary

I used geofabrik's dump 20090713.  But to easily download, you can get
cloudmades recent Philippine dump (20090715)

I believe not much was edited since.

Script for splitter and mkgmap.
