Better highway=primary type

  A one-character diff to allow highway=primary to assume by default a            
  different (and more appropriate) Garmin style to highway=trunk.

I can't see a difference in mapsource, so 0x02 and 0x03
seem to be quite close.

We now have

0x01 motorway
0x02 trunk
0x03 primary
0x04 secondary
0x05 tertiary
