More consistent ramp types

We now have:

0x09 for motorway_link, trunk_link
0x08 for primary_link, secondary_link, tertiary_link

It is not known, wether the 0x09 and 0x08 should really be
exchanged, which would be more in line with the ordering
for the road line types 0x01-0x05.
