AFIAK i would say no.
For me it seems more like that the pois in general will be treaten different,
e.g. settelements will be shown longer by zooming out than other pois though the endlevel is the same.
Right now i had an quick view on my 60csx where i can see this behaviour.
A customized 0x2b03, a standard restaurant 0x2a05 and 0xc00 for settlement 
Alle three having same EndLevel. By zooming out 0x2a05, 0x2b03 disapear at the same moment but 0xc00
stills there.
