Ah yes, I should have been clear, it will only work in mapsource as
far as I know.  Also I expect that the section 1 subsection data is
used by ms to create the on-device version, so I doubt that will work
either (though I've not tried, so feel free to check).

Did you also reduce the header length? The sections 24,25 and 29
may only be required in files with the larger header.
