Yet more tweaks to the code that limits the length of arcs and ways.

Main changes are:

1 - if the number of points in an arc reaches the limit, the way doesn't
need to be split, it can just have a point made into a node to finish the
arc

2 - when the number of points in a way reaches the limit, split the way
at an existing node if one is found while scanning backwards looking for
a suitable place to split the way.
