Provide a means to omit ways from the dend-end-check.

To exclude a way from the dead end check tag it with
mkgmap:dead-end-check = no

For example, a lot of service roads are tagged oneway but they don't
join up with other roads. By adding this tag, they can be excluded
from the dead end check.
