[mkgmap-dev] [PATCH v1] Improve delete-tag-list with blacklist-tags-file and whitelist-tags-file

The new option committed in r1279 by Mark Burton is great. 
The attached patch improves it so that you can define a blacklist-tags-file (renamed delete-tags-file option) and a whitelist-tags-file. The new whitelist improves the speed for generating special maps that are interested only in a few tags.
