Sorry for re-posting to an old message, but I recently found GarminColor:

This is a little app containing the colour palette for Garmin GPS's  
with 256 colours.  It also has a handy colour picker which lets you  
choose any colour on your monitor and find out if it's in the palette  
or not. If it isn't, it suggests the nearest colours that are.  It's  
very useful to help build colour schemes that have the right contrast.

The source code is available on request, as far as I can tell.
