[mkgmap-dev] Finland with almost-working generate-sea

I downloaded all truncated coastlines and a section of the Swedish,  
Russian, and Estonian natural=coastline to "seal" the tile borders.  
Unfortunately, it seems that spiltter caused some problems:

This is a section of the Swedish coast that I downloaded. The tile  
boundary is 64.819336,19.116211 to 70.092773,31.596680.

Osmosis can merge my separately downloaded coastline to finland.osm.bz2  
at a bearable speed (less than 10 minutes), but splitting with  
completeRelations=yes completeWays=yes took way too long for my taste.  
I interrupted it after 6ish hours.
