You did not read my message, and on top you put two times different 
mkgmap options. Multipolygon is the opposite of no-mp/polygons.

"generate-sea: no-mp,extend-sea-sectors,close-gaps=1000,land-tag=natural=background"

is broken. Use
"generate-sea: extend-sea-sectors,close-gaps=1000,land-tag=natural=background"
instead, which will work.
