[mkgmap-dev] Splitting srtm.osm fails

The Srtm2Osm tool (version 1.8 ext,
http://wiki.openstreetmap.org/wiki/Srtm2Osm#Download) now starts the
range id at 2 billion.

May be thats the reason.

Wether the r161 works or not I wanted to try.
