I took a look at the boundaries. There are two boundaries with 
admin_level=2. One containing coastline and the other one containing 
12-mile-zone (I guess).
If this is causing problems, this should be discussed with local 
community. In my opinion each country should have just one boundary with 
admin_level=2.
