[mkgmap-dev] mkgmap ignores --country-abbr?

In the end, I "fixed" most of it by adding addr:country, addr:region, 
addr:city to a few place nodes. Now most places are in Finland again. I 
will add the addr:* to the outliers to fix the rest.

Can you commit the patch? I did not test without it.
