I agree its not completely correct (don't map for the renderer) but leisure=track was not rendered on Mapnik maps otherwise. With these tags it shows anyhow more information that this is a circuit for bike racing rather than just a highway=cycleway as other will map these roads.

Anyway, even without the highway=service tag the same problem occurs so I'm happy with the suggestion that Torsten made, it works for me :-)
