[mkgmap-dev] java.lang.IllegalArgumentException and max-nodes size --- currently impossible for me to create Asia map without a) breaking or b) missing tiles

This happens when one of the input files is zero length (or otherwise
corrupt).

Attached is a patch which detects short files and gives a message
including the file name.
