[mkgmap-dev] [Patch V1] Splitter bounding box

Hi,

attached is a patch that should solve the problem regarding the "too small
bounding box" written by splitter.

I've found places where RoundingUtils.round() should "blow up" the area, and
others where it should move the area, so I've simply added a new parm for
that.
