Maybe the problem is caused by this change in MapBuilder:
				if (cityName == null && (cityCountryName != null || cityRegionName !=
null)) {
					// if city name is unknown and region and/or country is known 
					// use empty name for the city
					cityName = UNKNOWN_CITY_NAME;
				}
