[mkgmap-dev] city of riga not found

what i did :
- generated a map with mkgmap r2479, splitter r200
  - from geofabrik extract
  - with --location-autofill --bounds
  - bounds from http://navmaps.eu/index.php/developers/bound
- used the map on garmin etrex vista hcx

map does seem to include address information - at least i can find streets.

but for some reason it does not find city of riga.
there is a boundary :

and node :
http://nominatim.openstreetmap.org/details.php?place_id=138908

it finds suburbs of riga, for example :

why not the city ? :)
