If I got this right, mkgmap works like this: First the LocationHook assigns the mkgmap:admin_level* and mkgmap:postcode tags to the polygon (no style is involved for this). Next, the POIGeneratorHook generates a point in the center of each polygon and copies the above tags to that point. Finally, the POI point is processed by the StyledConverter, using the points rules, not the polygon rules.
