I took a look and I think it should be read as:

01
c3 00
ff 00 00 00

The first is always(?) 01

The second is an identifier of one of the sections in a 0x53
block (which we don't include in the TDB).

The third does appear to a number that roughly varies with the size of
the tile, but I've no idea what it actually is.
