[mkgmap-dev] issues with tile boundaries

I mentioned this problem of rounding off with v small maps , ie area <5km^2
 before as it causes the basemap not to match the min max of the map itself. 

However changing the values in the tdb has no effect

I've had to match the values in the 'overview.img'  to those found in the
actual img .
Then it works - the problem occurred about a year a go.
