[mkgmap-dev] Feedback on mkgmap r3111

Hi Thorsten,

thanks for the nice feedback. I am now working on the 
code for "Turn restrictions with role=via ways ".

I am not sure how complex the changes are, so maybe we 
should call 3116 the new stable version.
