[mkgmap-dev] [patch v8] correct make-cycleways and new mkgmap: tag

Hi all,

attached is version 8 of the patch.

Compared to v7 it adds the handling of a new internal tag 
mkgmap:highest-resolution-only

If set to true, the minimum resolution of the object is changed to equal 
the maximum resolution. This also works when the style uses
level instead of resolution.
The default style is changed to set mkgmap:highest-resolution-only=true
for the added cycleways.
