That's what i'm doing right now, setting a different mapid for every layer and 
every region

Splitter tile 6500'0'xyz 
Bonn Basemap 6500'1'xyz
Bonn Bikemap 6500'2'xyz 
or splitter tile 65020xyz 
DACH Basemap 6502'1'xyz
...
works for me since years
