Didn't work, because 
maxspeed=DE:rural               { set maxspeed=100 }
is overwritten from
maxspeed~'.*:rural'             { set maxspeed=90 }

At the moment i'm trying some rules based on mkgmap_country
and more use of 'add' instead of #set'
