another thing

when testing with echotags i got, if 'maxspeed=25_mph' is set, a 
maxspeedkmh()~40.25, so these roads got a mkgmap_road-speed-max=3 instead of 
mkgmap_road-speed-max=2

We should tweak maxspeedkmh() <=  40 or remove the decimal values from 
MaxSpeedFunction.java
