[mkgmap-dev] inc/address and --housenumbers

Hi Gerd,

the address rules were included in the finalize section for performance 
reasons. I never measured the diff but because we didn't require the 
address tags in the other rules it was better (more or less) to place it 
in the finalize section.

So if performance is not a problem it is no problem to move them back to 
the common rules.
