[mkgmap-dev] Adress in a part of a town

It maybe possible to add additional citys to the index with mkgmap, I don't 
know,
but in this case the OSM data misses already the necessary informations
(admin_level boundary).
So the prerequisite is that at first somebody enters this data to OSM.
