[mkgmap-dev] splitter r428 : work-around for JOSM problem

Hi Andrzej, my concern is more about the 12% when unzipped. I think the only good reason to use the osm.gz format is that one whants to edit the file(s), and I searched a while to find editors which can handle huge files without problems. Maybe today that is no longer a problem.
