[mkgmap-dev] WG: Mapping smoothness and surface to maxspeed

First I must correct myself, the value mkgmap:road-speed-max is not stored in the img, it is used to limit the road_speed value which is stored in the img. So, the rule sets road_speed to the minimal value, in inc/roadspeed a maxspeed value <= 10 also makes sure that this min value is used. It is up to the Garmin device how this value is interpreted, the PC programs allow to define what e.g. road_speed=1 means. In PC programs like Basecamp there is an option to configure the meaning, I am not sure if the value is interpreted as avg. speed or as maximum speed.
