[mkgmap-dev] Adding the gmapi format.

Steve,
one last thing to mention:
It's probably obvious, clear and will be resolved when merging back to 
trunk... but nevertheless I want to mention it quickly here:

  * the gmapi branch is not yet unicode save regarding license and
    copyright file.

I've noticed this while doing some final 'unicode' tests with the merged 
trunk revision r3730.
