Hi Mike I think this is just a problem with the rules the tool you are using to show the image conflicting with what --order-by-decreasing-area aims to achieve on a Garmin device. For instance, observations of GPSMapEdit shows it renders smaller polygons on top of larger ones as the way of deciding what is shown. --order-by-decreasing-area has split polygons geographical and so this size-based rule becomes meaningless and can result in what you are seeing. Given it didn't crash, I hope I've understood what your original problem was and fixed it in split-shape branch.
