code cleanup, no functional change: reduce duplicated code for different OSM formats, get rid of PrecompSeaElementSaver

to be continued. 
There should be no need for classes like Osm5PrecompSeaDataSource
or O5mBinBoundaryDataSource, but this needs a rewrite of some interfaces.
