[mkgmap-dev] draw-priority – influence rendering order of two maps on a device

It is written to the file and gmaptool can read it correctly.

I build a map with --transparent --draw-priority=34 and the output of
gmaptool is:

My Garmin Dakota 20 renders it the same way as it renders a transparent
map with a lower draw priority, i.e. it doesn't matter.
