[mkgmap-dev] a new DEM-File Option

Hi Frank,

I used the latest version with--usedummydata but the issues that you can see in my video at

https://www.youtube.com/watch?v=76rScFomSWo are still present: grey tiles everywhere when zooming in and out and no DEM data north of 52.2 (DEM data is available there).
