As long as we have rectangle map tiles, it would be a possible solution.
But in future we might have non-rectangle tiles or even tiles, not
splitted by splitter. So I think in the end mkgmap should be handle it.
Don't know if possible, but maybe mkgmap can virtually extend the tile
to the next matching hgt-point.
