[mkgmap-dev] Relation type=area

The proposal  doesn't say that the members of a relation have to build closed rings,
I think it is quite different to mp. If you change the type to multipolygon you have to hope that mkgmap
connects the ways. No idea if that works.

To my understanding type=area needs to be changed to multipolygon. Only
issue is the direction of the steps will be random.
