poi_area-v2.patch : set special tag mkgmap:cache_area_size in generated POI for polygons and mulltipolygons

possible usage:
mkgmap:area2poi=true & mkgmap:cache_area_size > 1000 {do something ...}

Also changes the result of the area_size() style function to round the value to 1/1000 map units.
