Version mkgmap-r4243 was committed by gerd on Fri, 21 Sep 2018

change order of polygon rules so that 
include 'inc/water_polygons';
include 'inc/landuse_polygons';

are processed earlier. This fixes missing lake Garda which is also tagged with tourism=yes
