[mkgmap-dev] Commit r4267: Add javax.xml replacement dependency for java 11.

Add javax.xml replacement dependency for java 11.

In java 11, the javax.xml packages are removed.

One of the tests uses a class from there, so download an extra
dependency for running the tests.  It might be an idea
to see if the usage can be avoided.
