[mkgmap-dev] Sample basic mkgmap config file

Hi Gerd

It would be good if this idea was resurrected - initially just
releasing the file, as you last had it, somewhere under
trunk/resources. Then suggestions can be incorporated and mention made
of it elsewhere in the documentation.
